Possible jumper at the exchange not done properly.
Possible your area cannot support 4mbps line.
Possible modem problem.

Streamyx need to update your billing to 4mbps. Then only they can upgrade your user id to 4mbps.
Try call 100 to check if your user id is set to 4mbps.

I have the following speed.
For RS, it vary from 60+KBps to 200+KBps depending on what time it is downloading.
Same for MU, HF and NL.
Foe FServe, mine is always 30+KBps.
But if I run RS, MU, NL and HF at the same time, the download can reach 480KBps.

I think the speed is capped by RS, MU, NL and HF for non premium users.
If you download all 4 at the same time, even if every site is capped at 100KBps, you will get 400KBps.

To change IP range, you just need to reboot your router or OFF and ON it.

No. Not configure the modem.

Reboot means restart. You can log in to the router and do a reboot or just OFF and ON it.

If you are downloading from RS only, after finished 1 link, you have to wait for 60 minutes.
This is the right time to reboot the router.
Once the router is rebooted with a new ip range, RS will start again within 3 minutes.

Reason is if your ip is the same, RS make you wait for 60 minutes. If your ip is different, RS see a different ip, then can start within 3 minutes.
