What is the typical upload speed for 4MB package? I seem to get a constant 400kbps, is that normal?

Im having slow connection from 8pm to 12am every night, even after i use VPN the line is still slow. Which area are u from

Hello guys, I have experienced high latency usually 8pm to at least 11pm every night, is there anyone else having the same problem?
