Not kedekut lar, let say the JMB really want to take action, they have to give notice, send reminder x2 the need to made police report, notify the COB then only can go "sita" the valuable from those owner's house.
After "sita" those 'things' you need to find a place to safe keeping those 'thing' before it goes to "lelong".
if the owner pay the dues and those 'things' found scratch/ broken/ missing, the owner can sue the JMB.
The most effective way still "disturbing of services", imagine your house water tap only dipping water but not flowing water

the JMB can't cut the water supply but can disturb the supply
