I suspect the cmos battery could be low? My hd5850 is bottlenecked i think with my proc running at a stock 2.4
It could also be the motherboard as well. AFAIK, some Foxconn motherboards have problem retaining the CMOS settings after some time (even with a new CMOS battery). Anyway, Check the board for signs of badcaps as well.

You may want to consider a quad core (as the next step). Also if you are on the cheap, try looking at those Pentium Dual Core processors (overclocks easily past 3GHz even on cheapo boards).
