Overclocking fail with MARS and E6600

I used to overclock it up to 3.0 Ghz stable. But recently i cant overclock it at all. I get 'Overclock recovery failure' Press f1 to continue.
I suspect the cmos battery could be low? My hd5850 is bottlenecked i think with my proc running at a stock 2.4

 My last succesful benchmark was at 3.6 is with 1.480v  After tat i think i was running 3.0ghz at 1.3 something. Now running as stock. Yes ive read alot of ppl having prob with foxconn and many cases of dead MARS as well. I have to try new CMOS and check for bad caps first. MARS have auto OC setting where i can OC 10%, 15% or 20% etc....i cant even do 10%. Or maybe my mobo and proc has come of age already
