Err please, just dumped your Vanguard off and focused on build armor item such as Assault's Cuirass or Shiva Guard.

Assault's Cuirass is good since Helix dealt physical damage. Shiva Guard if you really had hard time against physical attacker, since that AS slow may save you.

get blade armor, ursa's damage is purely attack damage, so if you have 2 heart, blade armor, boots, and whatever items of your preference, you can beat ursa.

Axe can't beat Ursa if it's 1 on 1 (With equivalent levels, items & player skills). Anyway Dota is not for 1 on 1 la. It's all about teamwork.

From my experience, if the ursa is not noob, no chance at all....Ursa just too strong for Axe in 1 on 1. If ursa got lifesteal, give your axe 10 heart also cannot win because ursa life will not decrease at all after few strikes due to stackable effect.

Axe is a team fight hero while Ursa is good in solo kill. Normally I wont compare it. Axe is much useful in 5 vs 5 compared to ursa.
