Why did most employer still request a candidate to fill in the form when resume is produced? Its painstaking to re-write the whole thing again when they have yet to confirm you yet.

Do you need to provide a cover letter on the interview day when you already got the interview appointment date? My guess is that cover letter is sent to prospective employer only to get an appointment. correct?
