Depends on your TV card.
Normal TV card can, but you can only run in 480i NTSC mode.
For HD cap you need a HDCP-enabled HDMI card like the AverMedia HD-DVR, or a composite HD card like Blackmagic Intensity Pro or Hauppage HD-PVR couple with HDFury (HDMI on Blackmagic Intensity series of cards is not HDCP-enabled, that's why need the HDFury to do the decryption and feed to card using component instead of direct HDMI).
AverMedia HD-DVR is your best bet if you want to connect PS3/360 to PC just to play, since it's the cheapest method. But it complies with Windows DRM and will not record if the PS3/360 send "cannot record" flag. The latter method involving HDFury can always record, but is not cheap.
As for recording, use the TV card program. If you're a bit more adventurous can use VirtualDub also.
