Depends on your TV card.

Normal TV card can, but you can only run in 480i NTSC mode.

For HD cap you need a HDCP-enabled HDMI card like the AverMedia HD-DVR, or a composite HD card like Blackmagic Intensity Pro or Hauppage HD-PVR couple with HDFury (HDMI on Blackmagic Intensity series of cards is not HDCP-enabled, that's why need the HDFury to do the decryption and feed to card using component instead of direct HDMI).

AverMedia HD-DVR is your best bet if you want to connect PS3/360 to PC just to play, since it's the cheapest method. But it complies with Windows DRM and will not record if the PS3/360 send "cannot record" flag. The latter method involving HDFury can always record, but is not cheap.

As for recording, use the TV card program. If you're a bit more adventurous can use VirtualDub also.

Yes, possible.

I've tried connecting Composite AV (PS3 or XBOX360) to my TV CARD and play using LCD monitor.

You can record the gameplay while playing

the speaker played through my pc comp or hv to connect direct to xbox/ps
