i still remember that back in 2008 some @sshole (that made a living by 'tipping off' the wildlife department and caused misery to fellow hobbyists) spread-ed the rumor that leopard and sulcata are going to be listed in CITES 1 lmao.

just declare them bro. worth the try. just make sure that animals you declared are covered under 716 - there are indeed several animals (not turtles) under wildlife department's jurisdiction that were listed under 686 but not under 716, for these species i could only say tough luck.

plus, they had stated in Selangor Times that no action would be taken against those who declared this time.

yes, many keepers indeed do that. just make sure that overall setup (temperature, humidity, etc) fits the requirements of the species you're keeping.

you would need to declare them with the department of wildlife before the end of june.

since there are no provisions for normal permits, permission for keeping them is most likely granted through special permission letter. (much like the special permission under act 686).

yes you can declare them. but the decision on the issuance of permit for your tortoise is in their (department of wildlife's) hands.

if you're looking for heat only, the cheapest option is:
tesco cheapo brand lamp - RM9.90
osram bulb - RM1.50

that is what most long time keepers of large quantities of specimens use. works as good as any expensive setup.

if you're looking to treat pneumonia, the addition of an submersible heater (besides the lamp setup) would help. cheapo brand will cost around RM12-Rm15.

there are no research whatsoever that proves pricier heat bulbs are practically better than cheap bulbs. they are only better on paper, and on features that don't really count in terms of heating. the only ones promoting expensive heat bulbs are the company itself and of course, sellers.

if you're implying that items outside of the enclosures are effected by the heat, your setup probably had ineffective temperature gradient (high end-low end), which could be more dangerous that underheating. get a couple of thermometers measure those stuff.

we had successfully raised turtles for years using generic cheap incandescent bulbs. and like sam said, higher wattage always generate more heat, so you can opt to play with the setup using that equation instead.

right now, every application for licenses, permits, and etc. from the Department of Wildlife had been put on hold pending the transitional provision of Act 716. they would only start issuing in July, right now they only issue out receipts/proofs of application.

anyway, since they had not fully sorted out problems regarding applications made under Act 686 (in which applications were made between 9 months to more than a year ago), i guess our applications would take a (long) while to be processed.

application needs to be done before the 27th of June (Monday) so practically declaration needs to be submitted before the 24th (Friday).

you can prepare your application beforehand though, here's the application form.

from the looks of it, yeah it seems like they are making rounds.

the 4 officers were all over my enclosures from front to back by the time i got out to greet them (the gate was open, my bad). they ask about species name, what schedule they're in, quantities. etc. and why haven't I applied anything under 716 LOL.

overall, they're being nice.

legal Aldabras that come with documents can easily be obtained from the US and Europe.

just a matter of convincing (and paying) importers that are willing to import them.
