No, HD5470 is still a weaker card than GT335M, even if it got the DX11, it won't be able to utilize it well simply because it still a weaker card....
Even the 'older' generation HD4670 in SXPS 16 is still more powerful than HD5470 despite the lack of DX11....

Well, if you are referring to the ram, then yes, the inspiron 14r is better.. But lacking 2GB is much less significant than having weaker graphic card, unless gaming performance is not your importances..
Do note that ram is upgradeable in the future, while for graphic cards, you won't be able to do so. The only way to upgrade the graphic card is to get a new notebook....

Did you check the fps?

Can try use Fraps or MSI AfterBurner and set it to show fps...
