A friend once told me that it is better to apply on powder after foundation so that the face looks more even. I tried but I didn't really like the feel...heavy. Maybe I used the wrong combination. 
i guess u might have too much loose powder on your face.actually a good foundation is very impt. for me i've been using stila. and its not heavy compared to loreal or maybeline. and i use loose powder on as well.
it looks thin and natural. =)
