it's not for sale, it's just that if you are iphone developer, u need to pay $99 usd yearly. normally for end user, it's better to wait for the final version, not the beta version. even for developers, it's better don't try beta on your daily usage iphone, unless you have dedicated phones for beta testing of the new OS version.
