Based on the article from the URL, Celcom's CEO never said anything about getting the deal signed. hence i dont think Celcom will jump into the pool any soon or perhaps never.

not sure whether there is such arrangement on returning the leftover or not, but for sure that the contract signed between Maxis with Apple was to commit 120K units which i doubt Apple is willing to take back their phone. that's the reason why both telcos were trying to get rid of the phone before iphone 4 announced. things happening ppl may not see or know, but what actually is going on i know, cos i am from telco industry.
