Well, you have to understand that the Internet bandwidth operates in "tiers". So, there will be one supplier with one big fat backbone, and then sells to ISPs around the world, then each ISPs get a few slices, depending on the contract, and then with that few slices, it will be further divided either to the consumers, or continue to resell to an even smaller ISPs.
