well at my brothers place there isnt ONU only like the dsl splitter.

Fibre optic > dsl splitter looking box > ethernet cable > modem (BTU) [at the modem have 4 lan port (can connect to wireless router or pc)/ 1 port(ethernet) for iptv/ 1port (ethernet cable) for phone]

this is the setup if im not mistaken. i will take pics of everything tonite and post em here.

well if this does happen it wont solve the congestion issue slow or not if its unlimited those torrent downloaders wont stop.
