If you sand the wall but paint with roller, you still won't get a perfectly smooth finish. For that 'designer' look smooth finish you need to use a paint sprayer. Sanding will also create a huge amount of fine dust, which will be a pain to clean unless your house is empty.

If your wall got lots of mold, get a pressure cleaner like a Karcher. The thing is magic.
