This answer are unbelievable.

Who ever teach or even said if you use more bandwidth will impact the fiber optics lifespan.

First of all, HSBB were meant fast internet and high speed broadband, with single fiber optics, you can get inbound and outbound for 1TB/sec (Tested by Japan), just imagine your hardisc 1sec full just like 'sekelip mata'.
If you referring download and upload to international cap should apply while localize should no cap at all because fiber optics is 1000000xtimes faster than copper that will never slowdown local user connect local server. I believe this have been done in some country like Singapore, Korea, and Japan.
No body teach me, I think it logically. It still apply a same methodology, if u abusively using one device like for eg. u listen to ur ipod 24/7, i can confirm the lifespan of the ipod is shorter than those who listen to his ipod for like 12 hours a day. (I know later on u gonna say I should compare Apple-to-Apple, but since I can't find any, do venture it for me then). Correct me if i'm wrong, i'm still in learning process with a few little knowledge.
For the "1TB/sec (Tested by Japan)" things, did u know that there're many different types of fiber optic? we have single-mode, multi-mode, and different core size. Each type have different capability to carry/load the data . I'm sure Japan technology >> than Malaysia. Everybody knows. And the distance between the exchange to ur house effect the download speed too.
And for the capped, they said the download quota is the data from international, and not for local. Means they implied the capped for data that download from outside malaysia. I don't know how far the truth is though. But if I'm not mistaken, TM's CEO did mention something regarding Malaysian pattern on surfing to international data.
Whatever it is, i'm still not satisfied with the download quota! They should increase it!! A survey to internet-users can come up with a win-win situation between users and providers.
