I'm not so sure about that, but if you're planning on paying through credit card, you can always get update on your credit balance through phone call right? And it also depends on which bank you're under.

Well since you've got a bank account, if you have enough cash in it for the laptop you want, then just do a bank draft. It doesn't matter where you stay, Dell will provide their services, call their toll free number for assurance!
