Yes they can, a processor that runs under ideal temperature all the time like those servers in datacenter with huge powerful cooling system, they can last for decades

Even for most common home users who don't overclock and mess around with the voltage, the CPU can last more than 10 years


Unlike motherboard and PSU who more often than never dies from blown capacitor and other huge electronics component failing, semiconductor last way longer than that.
