My Android screen has started to get scratches, and so I noticed there seem to be a layer between the LCD....could this be the stock protector and can it be replaced ??

lol...if there's a screen protector on it, u should be able to see the edges to peel it off.
another try: use a cellotape n stick on ur screen edge, try to remove the SP by this way, provided the SP is really there |

since it's resistive touch screen, the layer may not be removable imo. unless you can see the edges of the layer, as screen protectors usually do not fit perfectly.
