Your SNR is acceptable, but your Line Attenuation is way too high. However, you could ask the installer to test your line. All 4mbps Streamyx installation is subjected to test by the installers. I'm using Streamyx 4mbps. The download speed of torrents are depending on the amount of seeders and peers. I could get 300-400kbps without any problems for popular torrents.
