Error 13 and 14: These errors are typically resolved by performing one of more of the steps listed below:

This error is frequently caused by third-party security software interference, a poor quality Internet connection resulting in a bad IPSW download, or a conflict on the USB bus.

last few week i also cannot restore and got error 29. bring to maxis n they give new set. lucky still got 2 more month waranty.

shouldn't be any problem with iTunes 9.1. just download the 3.1.3 firmware. you can get the firmware link from this thread - http://forum.lowyat.net/topic/868281

and after finish downloading open itune and hold shift and click restore (for Windows users) and select the firmware.

ermm... not sure about the sign. i just did a restore few days back but then iOS4 not yet release at that time.
anyone else can confirm?
