In my friend case YES! but you must deal direct with rakuten and MUST know how to deal it...not such just try try, if the worst case scenario they need buyer to give them a call to verify..so an example...you bought value of RM100 item total cost then got case happen you have to call from Malaysia to Japan (then talk like chicken & duck) so your bill hike up till more than RM200..so do you wanna take the risk?
