No your interpretation of it is wrong. You have to go to and Architect, ask him to draw up the floor plan of your proposed renovation and the Architect have to take it to local authority for THEIR approval. Architect has no legal right to approve your application.
He can submit the application for you, with relevant documents such as the Plans, quit rent, assessment, to the local authority and the local authority approve it. Not the architect.
BTW, there is no chance that the local authority will allow for a residential unit to be converted from 1 storey to 2 storey. There r other ways around this but thats another storey and techincally not a 2 storey house

special method not much cost/ actually consult the one who alrdy done so is the best method.
