Normally its not advisable to hack shearwall. It may affect the strength of the wall. Even if its just for plugs as it reduces the concrete cover protecting steel. Just because there's power points on shearwall doesn't mean it can be hacked because the construction sequence is to lay conduit for those power points BEFORE concreting take place.
