If you are constructing a new bungalow/housing scheme then you need the Architect, Civil Engineer and M&E Engineer to do all the necessary submission for you ... If you are renovating then have a draughtsman to draw the plan and then have the Civil Engineer to endorsed the plan certifying that the renovated structure is safe for you ...

You can contact this person, he sit in the Board of Architect Malaysia. I hire him to help me draw up my house plan recently, help me follow up with submission until approval of the house plan.

Yours is unnecessary.
Shouldn't brand it as an expensive task until you know the amount of work involved.
Most charge appropriately since homes which needed assistance in gaining approval in this manner are usually of 'minor' renovations nature.
If it was major, an architect would have been involved in the first place.

Basically renovation which involves the structure of the building (mostly concrete structures) then you need to submit drawing plans to the local authority ... say extension work ... Other than that then you do not need to submit ...
