However, CPU-Z shows a constant voltage at 1.063V

Just verified that cpu-z 1.5.1 reported wrong voltage but 1.5.3 showed 0.950v which matched the value I set in RMClock 2.35

I don't see any voltage spikes at all before following the instructions here. However, I have a serious frequency spike though.  My CPU hardly stabilize.
