 when will be right time to buy PBBank share?, question by new beginner

I'm new beginner and would like to play safe.
Wish to buy PBBank shares, but it looks very high now with 11.5
I wounder is it a good time to buy now? Is it almost peak now?
Or will it ride up even higher after new year? I doubt....

If I buy it at this high price, it doesn't means that I will have higher dividen,right? cause the lots that I can buy will be limited by the price then....
