Not too sure about that. I guess the BNM requirements still apply, and if you can't prove your annual income > RM36k, you can only hold credit cards from a maximum of 2 issuers. But I have no idea how SCB is going to determine the credit limit to be extended to you, ie, not exceeding 2 times of the cardholder's monthly income. 
If you have 250K cash in your bank, you may try to apply the VI with it. AFAIK, MBB only allowed customer to apply their VI/World card with annual income of 240K. If the customer has 250K in the deposit, then they can be the Private Banking customer, but not eligible for the VI.
