1. Go to Settings>Data Services. Disable auto update for Utilities and Social Networks. However data connection will still turn on automatically when you click Update. (including MMS downloads)

2. You can disable them permanently using modaco nodata or bsb tweaks, where you can turn them on or off as you wish. and they will stay off. links are on page 1.
