Look at it this way, they killed many birds with only a single stone.
By letting them out earlier, they: 1) Completely eliminate the amount of postage fees required to mail the results to existing trainees when the results comes out (Assuming that they are still in camp) 2) Reduced the amount of money used to sustain the living expenses of trainees in the camp (albeit only a few days) 3) Make parents happy by sending their beloved home soon. 3 birds with only a stone.
