From what Apple's stated as you've quoted, Apple may provide support services providing if and when such devices that are purchased from the country of origin is sent back to that country, in this case, only in the States.So you cannot send it into Apple Stores in Australia for example, nor any other stores or resellers in any other countries except US.
So are we defining International as it revolves Apple worldwide, or are we defining as in iPad consumers worldwide...?
bro, i dont think there is such a clause in their legal warranty doc...
it did mentioned warranty at country of purchase or otherwise, PROVIDED ALWASY there is evidence of purchase and Local Law applicable...
in conclusion, it is all up to Apple to decide...

expected answer bro, simply ipad not launch outside US, and their parts definetely cant be available elsewhere...
it is a consumer's right to request/demand/appeal, as a reputable corp, they definetely concern of complaints from their supporters.
anything is possible, since they have online customer service center.
Spoken to them before for my ipod and macbook warranty claim, which after my appeal, they approved warranty for casing and replacement for my ipod touch (the device sent in with a obvious dent which may have caused the earphone jack spoilt)..they scared of noisy customer
