can i change the owner of the name? cos if under my dad's name can rebate rm500 for tax is it?

I am using dg smart plan on my desktop. But I noticed Tat I can't surf lowyat forum using desktop. But if I insert the card into iPhone den I cn surf lowyat net wad is the prob?
