If you consider isometric contractions as workouts, it won't do anything without weight training.
But I've seen people using those elastic bands for resistance...no idea about it, maybe someone here knows about it.
If you meant body weight, I personally feel it's not sufficient to build any muscle.
There is not a single successful body builder who never touches a weight plate.
