I used to have almost 2000 PSR then i stopped HoN before the wipe/reset or whatever you call that. After that everyone had their PSR reduced by 200
So i'm around 17xx PSR now and started playing back. I'm not a pro cause i'm not that familiar with new heroes/items.
PSR is no indication of true skill level. Measure it by (with EM% below 5%) average exp/min, KDR measured against ADR, deny/average.
deny/average will tell you how well this person performs in the lane phase, and if their KDR/ADR does not measure up to their exp/min then they really really are terrible players. You can further measure creep kills to their KDR/ADR. If both are low, you know he sucks, however if KDR/ADR is rather high as measured to a rather low creep kill count, you can figure the person plays gank/babysitter roles very well.
Some heroes like Andromeda get creep kills below 50 if played right, since all their gold and exp comes from ganks. You'd figure some players might just boost themselves up, but who knows. I've seen people with 30 deny/average do nothing in a lane..
