1 question, if the fin tail is splitting at the end, is it a sign of rotting fins.?

  My new tank.. It took 1 hour and 20 minutes to fill up this tank.. sigh... the btm is dirty and they didnt clean it for me... so can see very dirty.. cannot even clean it.. |
