I can get 3.5 mb at speedtest.net but only can get 110/115/175 ip's.

I go TM Point apply the super upgrade deal on 1st April from 1mb (used around 2year over) to 4mb package. The next day my ip's suddently changed from 60.48/124.82/118.100 to 110/115/175  and the ping bounce up and down (200ms~400ms). At that time , the modem status show DS rate 2092.  On 3rd of April (Saturday) the technician call me and say can come to fix the line or not. I was suprise because it was a weekend day and i think i was the lucky one. I say sure and let the technician setup the line at my home. But i saw he try a few times but the screen shows "failed" word and others. After a few try , he say the update process is complete and need to wait around 24hour to get the change apply. After he go back , i see the modem status it shows DS rate 2092. I wait until next monday , the speed still never change so i call 100 and ask. The 100 say will setting it for me now. After i wait arround 10mins the 100 call back me say the setting is complete and the modem status shows 4092. But after i test the speed at speedtest.net , it still can reach 1.5mb only. So i call the technician again. The technician say need to wait arround 24hour to get the full speed. So i wait another 24hour again but the speed no change. I call the same person again he say will come my house to check 2 day later. I wait but he never come, never contact . (Call him but he never pickup phone .) I call him next day he say will call back me soon, but he never give me contact again. So i complain to 100 , say can change technician or not. But the 100 keep on saying contact the same technician. Pass few days , finally other technician contact me on 12th of April (monday). He fix the jumper settings outside (he never come my house) . On that time my line was very unstable around 5-10mins. After that he give me a call , and tell me the settings is complete and tell me to do a speedtest. While i do the speedtest it reach 3.5mb. Before i put down the phone i ask him why i cannot get 218.111 ip , he like dont know such things and say dont know what im talking about. Thats the full story of my upgrade process. Totally take 12days.

Sorry for the long paragraph and thank you for reading my post. Because thats the strange story for my upgrade proccess and i never get 218.111 so far, so i wonder is something wrong about my account or not.( maybe the technician miss settiings something or not.)
