If I get IP 124.xxx then it's fine but 118.xxx seems to be faster. Looks like I can't have the best of both?

I just upgraded to 4MB and this is what I'm getting. However if I get 118.xxx IP, I have lots of "Request Timed Out" pinging www.flying spaghetti monster.com, etc - no ideas why
If I get IP 124.xxx then it's fine but 118.xxx seems to be faster. Looks like I can't have the best of both? |

Anyone encounter slowness in International websites? My speedtest is alright and IP is 118.xxx but everything is just so SLOW!
