pls check icon at top right corner, it shld be showing a picture of an aeroplane.
disable it by going to Settings and switch OFF airplane mode.

JB team may not be so interested for 3.1.3. Not with FW 4 coming up within the next few wks as rumored.

why wld anybody bother to jailbreak 3.1.3 unless u bought new unit?
for old iphone users, there is no additional feature.
better wait for FW 4.0
