Look like emulator from PC then. Since all characters are there. Arcade version should have 16 characters only, not including Akuma and Gouken (is he playable in arcade?)

The one thing that puzzles me, is that they have the option of insert coin then press start. That one really puzzled me whether its a console to arcade port or really an arcade machine.

What about a metal gear solid 4 port to arcade -.-
Not to mention, GT5 port to arcade is a boom!

I think it might be the PC version inside that cabinet. Street Fighter IV runs on the Taito Type X2 hardware, which is just a Windows PC. You know, with a hard disk, graphic card, running Windows? Maybe the PC version can be copied into the hard disk immediately or something? I'm going to check it out this weekend probably.

The right setting for SF4 has always been 2 rounds and 99 seconds. 3 rounds is a bit too much if you ask me (Although T6 did set standards for PvP) for SF4.
