Bro, that considers really normal that batteries are already charged-.-; If the battery is empty it's more easy to spoil when it's stored. so they'll will be normally charged when it's out to market(but not 100% also cuz it isn't good to charge full those batteries to be stored:D) Other new gadget products also their batteries would not be empty.. Like when u buy new phone etc its battery is definitely not empty

And if u have other problems than that u can jus ask him whether can exchange. He provided really good service to me. Had small prob with my transmitter and he gladly exchanged one for me:)
