Hi all, since debit card can be used at place that accept credit cards, it "works" like credit card too.
But I wonder if we can use this concept and pay monthly insurance premium via debit card? I know some mentioned its impossible. But I think its possible as long as we maintain balance in our account? correct me if im wrong...

It doesn't work like that. The rate you quoted is the buying rate and you should use the selling rate instead. Besides, the exchange rate is based on VISA International exchange rate, not Public Bank foreign exchange board rate.

Since the VISA International exchange rate is not listed anywhere, one can only guess and it shouldn't fall far from the rates you see in newspaper, TV or in the bank branch. For foreign transactions, there will also be a 1.25% admin charge on top of the foreign currency exchange rate.

That probably because the Public Bank debit card you have is a VISA Electron. The regular debit card which is issued to all their savings account holder is a pure VISA debit card and is accepted everywhere where a VISA logo is displayed. There is no acceptance issue at all with the Public Bank Day2Day VISA debit card.
Both Maybank VISA debit card and Public Bank Day2Day VISA debit card can be used online.

They do accept Public Bank Day2Day VISA debit card too. I last used it at Jaya Jusco supermarket 3 weeks ago while my best friend, who's a med student at UKM uses it at Jaya Jusco Wangsa Maju all the time.
There is a huge chance that there is something wrong with your card. Pretty sure all these problems will be gone once you get a replacement card.

it is possible the card's problem since u use same card at different places also encountered same things.
check yo card see whether the chip surface is clean, is it contain any 'dot'/ dirt with black or brown or blue color? any oxidize sign?
if it is clean enough, as MilesAndMore said, get a replacement card, the replacement card will be RM10.

by the way, regarding ING insuranse, they are not many information on thier web, dont know how would it apply for the user.

one extra question, i forgot whether i asked before, regarding the chip is for 'insert' instead of swipe, will it stil able to use the 'swipe' for those 'swipe' machine at some foreign country?
