It looks like Windows 7 64 bit causes my system to take about 5 seconds longer to reboot.

you've got lots of loading devices/apps perhaps?
why dun joo take a rook at your startup; both from the config level and registry level?

Tweaked services and Aero etc...
Using Win7 Readyboost with my Sansa Clip+
Disabled Page File

4GB Ram (2x2GB @ 400Mhz each ; both total fully used 800Mhz FSB)
x64Win7
500GB 5400rpm HDD

gonna do a few more tweaks, hopefully can hit 40 sec mark
