I believe start at 9pm tonight I also confuse myself, they use GMT+2, we are GMT+8 so we are 6 hours ahead of them, while i set my PC clock to GMT+2, the time different by 7 hours, not 6.... i also confuse..

Dammit. I just upgraded my pre order mini to full version.
I paid using CC the problem is my CC already deduct my credit but tera said my CC issuer did not approved my transaction. zzzz
