what ever JPJ summon that you never sign on the paper...it won't affect you to renew the roadtax...it even won't blacklisted, and you can change the ownership without paying the summon...

i got speeding summon from 1992, 2005, 2007,2009 (not under my name) for my car with valid roadtax and ownership change for more than 3 time..it just few month back someone settle my summon in unusual ways

and i got another summon from 2007(under my name) for my another car with valid roadtax untill today
