http://biz.thestar.com.my/news/story.asp?f...86&sec=businessQUOTE Deloitte, Hwang-DBS rapped for failure to discharge due diligence
KUALA LUMPUR: The Securities Commission (SC) has publicly reprimanded Deloitte KassimChan and Hwang-DBS Securities Bhd for failing to discharge their duties during the now aborted proposed reverse takeover of Ocean Capital Bhd by Pasaraya Hiong Kong Sdn Bhd.
The SC said action was taken against Deloitte in relation to its role for reporting and preparing the long-form accountants' statement for Pasaraya Hiong Kong, which contained "false and misleading information''.
In a statement yesterday, the SC said its investigation revealed that Pasaraya Hiong Kong had overstated sales by RM7.7mil.
"Had the over-statement not been made, there would have been a significant shortfall in the profits of Pasaraya Hiong Kong, thus adversely affecting the restructuring scheme of Ocean,'' it said.
Deloitte was imposed sanctions of non-acceptance of all types of submission for six months under Section 32 of the Securities Commission Act 1993.
The SC said investigations also revealed that Deloitte Tax Services Sdn Bhd, part of Deloitte's network of firms, was fully aware of the over-statement.
"The failure of Deloitte to satisfactorily discharge its due diligence responsibility and to inform the SC of the over-statement, together with the resulting impact on the restructuring scheme of Ocean, is an extremely serious dereliction of duty,'' it added in the statement.
The SC said it also found that Hwang-DBS, as the principal adviser and which was aware of the tax investigation, had failed to make reasonable enquiries and keep track of the investigation, which would have led to information on the over-statement.
Hwang-DBS submitted Ocean's restructuring application on Nov 23, 2003, which would have involved Pasaraya Hiong Kong being injected into a new company, PHK Superstores Bhd, which would take over the listing status of Ocean.
The SC, which approved the scheme on May 13, 2004, was informed in December 2004 of the closure of Pasaraya Hiong Kong's outlets. It revoked its approval on March 29, 2005.
On Jan 16 this year, Pasaraya Hiong Kong managing director Yap Kim Seng had pleaded guilty to providing false information to the SC. He was sentenced to two years' jail.

i would advise new ACCA students to enrol in either fulltime in colleges like sunway, segi, orange, ftms or kasturi OR degree programme in UTAR,SUNWAY..
TARC will just give u an ADV DIPloma cert, same subject, duration and education standard.WHY we are not entitled to a degree cert?Perhaps TARC is still a college yet for this moment.
U guys will feel the difference when applying for job, most employers prefer DEGREE cert rather than ADV DIP cert, myself is a very good example = D

Shezzar,
HOnestly we had undergone industrial training for a few months. Fresh graduate from adv dip and Utar nowadays are having BIG competition in hunting job in either medium/big4 firms. In this case, most employers are more prefered Degree holder than adv dip student, that the main reason for the company's reputation and hence most of those adv dip students like us are keen to apply with our ACCA qualification,no matter finalist or affliliate.
Myself, just went to Deloitte,Morres Rowland, Horwath for interview recently and they ask me to wait for their calls. Even some of my Utar friends who are working in medium firm, their pay is RM1700 ,even Deloitte also offer this salary range. Perhaps there's no OT claimant ,most of the firms nowadays only provide Meal or Travelling allowance.
Last few months ago,i worked in a small accounting firm in CHeras, the pay is only RM1K, i was glad that i've expose to many new experience and knowledge there, but in the end my monthly expenses including car's installment & petrol are exceeding my monthly income, hence i resigned.
Then i join another COMMERCIAL accounting firm, the pay is RM1500,most of the commercial company nowadays are offering RM1500-RM1800 ,the pay is good and attracting, but in fact there's still a limit for us to learn new things in the company. Likewise,i have spent 2 months in the company and learn 90% of the job as an account executive. Maybe i was lucky, i was asked to take over a pregnant experience staff who was going2 resigned by the moment. Then the manager asked me to in charge the HOLDING company instead of other 3 subsidiaries. THe daily works are rountine and boring, invoice entrying, issure cheque, petty cash, preparing Banker Acceptance(BA), dealing with overseas/local supplier, arrange payment method and so on....
Honestly, even big4/medium are offering RM1500-1700 for new staffs unless you are ACCA affliate.
Cheers.

QUOTE(Irresistible @ Oct 13 2006, 01:08 PM) So, now u r still in audit line ?? U already get ur ACCA ?? U r X- Tarcian ?? My adv Diploma only 2.7!! Can introduce which Commercial Firm more appreciate accounting staff by offering a better salary range?? Many see Accouting staff as a Reporting body, not a Cash Generator like Sales or Production, Accountant salary also RM 4K or less than that, I m not sure whetner I m suitable in this line. Xcrue, U r in KL ?? Mind to share ur workload ?? U in charge receivable or payable?? I can not claim OT one nor allowance, how about u ?? Basic RM 800?? Ur area are sabah & Sarawak?? What is C.A , Certified accountant??? Impossible an accountant get a salary less than 3K la. I still remember I ask for RM1.5K for a commercial firm, he said TOO HIGH, this is JB and KL rate BTW,i was incharged in the holdings' account receivable, payable, cash book claimant as well.. like 1 LEG kick. Sometimes, i need 2 enter more than 100 stacked of invoices.
