They can be stable, but their lifespan will be reduced. It's like adding NOS to your car engine, more power but also causes more stress and wear. I have no idea how much their lifespan is reduced. Not much point in running OCed chips 24/7 unless they can auto downclock to minimum non-OC levels. P2P doesn't need much.

If a 2 GHz chip can be overclocked up to 4 GHz but Intel only overclocks it to 3 GHz, you can overclock it even higher up until that 4 GHz limit. Just keep in mind that not all chips are made equal. Some i7 might have a maximum of 3 GHz, some have 3.5 GHz and some have 4 GHz.
