I flashed the Taiwan ROM the way Cleave described. If you get an error like the following just ignore it, it still worked for me.
mount: mounting /dev/block/mmcblk0p2 on /system/sd failed: No such file or directory |

I don't think there's an illegal way to upgrade your Hero, unless you force someone at knife point to upgrade for you for free.
Seriously though I couldn't be arsed to wait for the official update to come to Malaysian shores, so I just flashed the rooted Taiwan 2.1 version. |

Since the official OTA will prevent rooting and installing custom recovery images, I'll just stick to MoDaCo's rooted Taiwan version.
LEVIATHAN: Thanks for posting the Singapore radio. I notice the name is slightly different from the Taiwan one. Do you recommend we use it? Careful. If you downgrade and get the official versions, you might have trouble rooting again later.

The Chungwa ROM works fine for me. Been using it for a few weeks.
Never crashed. Can feel it's faster than 1.5 ROMs. Even when turning on/off the screen. Out of curiosity, for those of you who bought original Malaysian SIS sets and are using the original default ROM installed, after upgrading to 2.1 do you get Android Market or still stuck with SlideME?
