I would view it as this

1. Always on connection as in you plug it in and voila you're on. You don't have to dial up , wait for access . Its always there for you , unlike dial-up and such whereby its not always there due to busy servers on the other side and such

2. It means there is no time limit. You're allowed to stay it on for 24/7 , 365 days. So you'll not be charged on per usage

Airtel (a broadband company) introduces cap on unlimited packages. So what can you understand from here ?
Unlimited usage ≠ Unlimited bandwidth. You want to know why is this , read TM's fine print. Its clearly mentioned there (or at least its hidden somewhere)
